December 10, 2009 -The Thunder Bay District Health Unit has closed the tattoo business in Thunder Bay known as Black Sheep Tattoo Co. The operator, Jay Katcher, was offering tattoo services out of his residence located at 2307 Oliver Road. In addition he provided tattoo services in clients’ homes by request. The business has been deemed a health hazard and ordered closed because of the following:
· not sterilizing equipment that requires sterilization
· not providing disinfection agents
· not providing service in a hygienic area
· not keeping adequate equipment and client records
· not having hand washing facilities available
The operation of this business does not meet public health standards. According to Dr. Sam Graham, Acting Medical Officer of Health, “In cases such as this, a public health order is necessary to ensure that public health hazards are eliminated. Any time the skin is pierced or tattooed bacteria and viruses can enter the body. Hepatitis B, C, HIV and other skin infections can occur if proper infection control procedures are not in place.”
As a precaution, the Health Unit is advising clients who have had a tattoo from this location or any other home-based tattoo/piercing operation to consider the potential risk to their health. Anyone with health concerns should consult with a health care practitioner.
Once the Health Unit is made aware of an artist that is providing tattooing services, body modification or piercing services, it will regularly inspect and monitor these businesses for compliance with infection prevention and control procedures required to operate. To ensure the operation has been inspected, it is recommended the public ask the operator for inspection records or contact the health unit.
