- Dr. Greg Holzman, MD, MPH
Position Medical Officer of Health (acting) and Chief Executive Officer Bio Dr. Greg Holzman joined the Thunder Bay District Health Unit as the Medical Officer of Health (acting) and Chief Executive Officer in 2026. Dr. Holzman comes from Montana, where he previously served as the State Medical Officer for the Montana Department of Public Health and Human Services from 2015 to 2021. He then stepped away from this position and began consulting as a public health physician. Dr. Holzman has worked in medical and residency education, clinical care, research, and public health. He has embraced leadership roles in public health at both the federal and state levels, and is board-certified in both family and preventive medicine in the United States. A graduate of the University of Florida’s College of Medicine, he completed his family medicine residency at Carolinas Medical Center in Charlotte, North Carolina, and his preventive medicine residency at the University of Washington in Seattle Role Dr. Holzman provides overall leadership for the organization, oversees the delivery of public health programs and services, and serves as the Chief Executive Officer responsible for organizational strategy, governance, risk management, and accountability. As Medical Officer of Health, he leads public health surveillance and epidemiology to support evidence-informed decision-making and action to protect and improve population health. He works closely with the Board of Health, community partners, municipalities, Indigenous communities, and the health system to improve population health and reduce health inequities across the district. - Dan Hrychuk, CPA, CA
Position Director, Corporate Services Bio Dan holds a Bachelor of Commerce from Lakehead University, with a major in Accounting, and is a Chartered Professional Accountant (CPA). He joined the Thunder Bay District Health Unit in 2018 as Manager of Finance and transitioned to the role of Director of Corporate Services in 2023. Prior to joining the TBDHU, Dan held management positions with the City of Thunder Bay and worked in the Audit and Assurance division at Grant Thornton. Role Dan leads the organization's corporate services, including finance, human resources, information services, facilities, and administrative services. He works with staff and organizational partners to support organizational sustainability, accountability, and operational excellence. - Diana Gowanlock, MPH, RN, CIC
Position Director, Health Protection and Chief Nursing Officer Bio Diana Gowanlock holds a Bachelor of Science in Nursing and a Master of Public Health. She is certified in infection prevention and control (CIC®) and has over 30 years of nursing experience, with the majority of her career dedicated to public health. Diana’s professional background includes communicable diseases, immunization, infection prevention and control, emergency preparedness and client safety. She has worked across a variety of healthcare settings and has held progressive leadership roles focused on protecting and improving the health of communities through evidence-informed practice, collaboration, and continuous quality improvement. Role Diana leads programs that support communicable disease prevention and control, immunization, sexual health, harm reduction, street outreach, environmental health, emergency preparedness, and infection prevention and control. As Chief Nursing Officer, she provides professional nursing leadership across the organization. She works with staff and community partners to protect and improve the health of communities across the Thunder Bay District. - Shannon Robinson, M.SC., CHE, CHRP, CE
Position Director, Health Promotion Bio Shannon holds a Bachelor of Health Sciences from the University of Western Ontario and Master of Science in Health Promotion from the University of Alberta. She is a Certified Evaluator with the Canadian Evaluation Society, a Certified Health Executive with the Canadian College of Health Leaders, and a Certified Human Resource Professional with the Human Resources Professionals Association. With interests spanning health promotion at the local and provincial levels, she has over 20 years of experience in local public health and is the current chair of Health Promotion Ontario. Role Shannon leads health promotion programs that support healthy growth and development, healthy schools and families, chronic disease prevention and healthy living, substance use health and mental health promotion, Indigenous and community partnerships, and population health planning. She works with staff and community partners to promote healthy environments and improve population health. - Lila McNeice
Position Executive Assistant and Secretary to the Board of Health Bio Lila holds a Bachelor of Commerce degree with a major in Information Systems and a minor in Marketing from Lakehead University. Her professional experience spans executive administration, marketing, document control, and event coordination across a variety of industries. She has served as Executive Assistant and Secretary to the Board of Health since 2023. Lila brings a diverse skill set and strong organizational, communication, and technical skills to her work. Role Lila provides executive and governance support to the Medical Officer of Health and Chief Executive Officer, Senior Leadership, and the Board of Health. She supports effective governance and decision-making through the coordination of Board meetings, agendas, official minutes, resolutions, and governance documentation in accordance with applicable legislative and parliamentary requirements. She also coordinates the maintenance of Board bylaws and policies, and provides administrative support to the Chair, Board members, and the Communications and Foundational Standards teams.
